I'm actually attempting this right now on my own time. Except I'm doing all the Justlice Society/League titles and their members runs, along with some other DC stuff. All in order it came out since Action Comics #1.
It's pretty fun, I'm mid-way through the 50s right now. It'll take years, but it's a nice way to unwind in the evenings.

Maybe, you'd probably want to search "Wally West chronology" to see for sure.
But you'd likely only need Flash, Teen Titans, JL, and assorted other appearances. Doesn't seem like it would be a lot to read compared to some others since those didn't have a ton of books running at the same time. TV tie-ins might be hardest to find.

One of the things I often dream about doing is a blog project where I read every Batman comic (probably sticking just to mainline Bats for sanity's sake and for actually finishing it). The main stumbling block is that I think there's just no way I could make it interesting enough to draw an audience to make it worthwhile. I'm not nearly funny or memetic enough for it. But I always thought it would be cool to read and trace the evolution of the character over time, and chronicle the whole process.
