Depends on the degree. Average bad art vs average bad writing then the bad writing is worse for me because it feels like the artist is being wasted. I've never really seen art so bad that the story is impossible to follow though.

I always thought this book's art was its strongest and weakest point.
Like it really set the tone perfectly, but it made it impossible to understand what was going on without Morrison's script at the back of later printings

Bad writing. I can forgive bad art to degree if the writing is strong enough to carry it. But I won't bother reading something when the writing sucks. I might flip through the pages to look at the pretty pictures but that's about it.
