Sorta.
Blaze was originally empowered by a deal with Satan, that eventually got rewritten to be a deal with Mephisto because of the late 70s Satanic Panic.
This was still further rewritten after Danny became Ghost Rider so there was a whole lineage of Spirits of Vengeance, and Mephisto was only halfway manipulating other things.
And then the Way series went and wrote Mephisto out and Satan back in, because the comics code was dead and screw mom I'm including all the Satan I want.
