The Fleischer house rule was that everything must be funny. If there wasn't action going on, at least make the characters bounce in a funny way. Too many cartoons are complacent to have characters stand around doing nothing while nothing is happening.

Animation/art-style wise TOTALLY. So many modern cartoonists and animators are enamoured of the Fleischer style and it's easy to see why, it's fucking beautiful. But content or writing-wise, maybe not so much.
Probably my fave Fleischer "joint". Pretty well known but I hear this freaked out the older, kind of "underground" generation of cartoonists more than acid...or equally as much, anyway.

That said, early early anime takes a lot of influence from American cartoons. But it's just easier to pump out a low quality anime and have it sell.

Also the anime invasion of the 90's, that popularized Anime in the mainstream, leading to people growing up with that and then applying that to their own work

We don't even have those anymore. Except for Gravity Falls, all kids cartoons are 11-minutes long. Shit, it wasn't too long ago we had Avatar, Jackie Chan Adventures, or Xiaolin Showdown that had better animation than most cartoons today and WERE 22-minutes long.

I have no problems with a western animator being inspired by anime. After all anime was originally based on western animation in the first place It's natural for artists to be interested in works created using a different style then what they're used to and mixing different styles can create something new or unique. That being said I do think quite a few modern animators haven't watched many old western cartoons like Fleischer's stuff which is a real shame since there's a lot to learn from those old shows and many of them still hold up today.
