why did raven look old in the comics?

I think it was supposed to have something to do with demon ancestry, but then the artist on NTT just sort of forgot.

Didn't she start going through a mini transformation because Trigon's influence kept growing?

Same reason most teenage characters in cape shit look like adults in their late 20s or early 30s. Artist could only do one body type.

It wasn't really Rebirth, her New 52 period is technically 16 years old too, it's just that her and the other Titans didn't look their age
And she was younger in New 52 because they can, since it was supposed to be a reboot
