I really don't want Dick to be a Tier 1 character. Top List characters are never allowed out of their comfort zone. It's the same stories just told over and over again. They never get to change, they never get to grow.

Let Dick stay where he is right now. He's popular enough that most everyone that knows comics knows him but still fringe enough that you can do some really interesting stuff with him.
