I think this was supposed to be a fairly simple gesture.
Garnet is eating popcorn, but is distracted by the antics before she eats that piece. She shakes her head at the antics. Popcorn is irrelevant. Pic semi-related.
The acting was lost in the animation - it comes across as too many individually motivated actions, when instead it could have been a more natural/nuanced motion. If the board artist animated it themselves, this might have come across more naturally. Also doesn't help that we can't see Garnet's eyes, so we don't know for sure what she's shaking her head at.
If I'm analyzing this correctly, they should've had her just eat the popcorn, then notice the antics and shake her head.
Or she's humored at the perfectly circular piece of popcorn and is refusing to eat it.
