In an interview, Spencer said that he's basically trying to set Zemo back to being an anti-hero by having him completely fail at being a villain.

If I were to guess, how things will go down is:
>Red Skull vs. Zemo for control of HYDRA
>Red Skull wins thanks to Steve being his ace in the hole
>Zemo goes full Citizen V in response
>Red Skull starts to crack under Citizen V disrupting his operations
>Steve sees Skull's weakness and uses this as an opportunity to seize control of HYDRA
>final battle is Steve as the new Head of HYDRA vs. Citizen V which results in Zemo cosmic cubing Steve's old personality back

To eloborate on this, Spencer hasn't outright stated that he is planning to take Zemo into the anti-hero direction again. But he sort of hinted at it in the WordBalloon podcast where he described basically his take on why Zemo is in the state he is right now after Thunderbolts.

The basic rundown on Spencer's take on Zemo is that he thinks that Zemo's been rudderless since Thunderbolts, that the way Bucky became Cap and gained his redemption "short-circuited something" in Zemo's head in a way that was very bad for him (Spencer even calls him "emotionally fragile"). How Zemo was on a roll from Under Siege until the end of FabNic's T-Bolts run, that since then Zemo's been trying to regain that spark that let him so close to victory so many times before, that he has been latching onto anything including Hydra in that very search...

Basically, general aimlessness + mental breakdown/identity crisis resulting in an all around downward spiral for the character. And that the question then becomes when you gotta point the camera at him and have him go "what the fuck am I even doing?".

Spencer also went on to describe that despite people often viewing Zemo as a poor man's version of his father and the Red Skull, Helmut has been way more successful than either of them and has come way closer to changing everything than they ever did. If nothing else this makes me think that the way the Red Skull has been dismissing Zemo as a moron in Spencer's run is gonna come back to bite the Skull in the ass really hard, regardless of whether Zemo stays a villain or goes anti-hero again.

Brubaker brought back Young Zemo, who was cool. But when Remender started FalCap, the Zemo was in Old costume. I have yet to find the answer if whether it's a costume change just the old character. He also acted like an asshole.
