Usually it's American money going into China to finance a movie using outsourced labor. Rock Dog is a very strange inversion. I wouldn't be surprised if China didn't want to promote it because people in China don't like the implication of money leaving the country to fund foreign art projects, even though that's exactly what happens when they spend $200 million watching Zootopia and Warcraft.

Of course, being China there's a distinct possibility that a lot of that $60 million dollars wasn't actually going into the movie. Movies made in China, especially animated ones, are sometimes used to launder or embezzle money. China is a very big place with a very corrupt government full of people willing to look the other way for the right price. The reason why they have such extreme laws is so that government officials can get rich accepting bribes from people who don't want to follow them.

For what it's worth though, I do want to see the movie. The trailer looked promising and even though it's got a much simpler style than most big CG movies, it has charm.

It needed better controls and it needed to actually evaluate what was good about Star Fox 64 and what needed modernization. They took the one thing that didn't need fixing (the great controls) and re-did it, and then they slavishly clung to everything else from the original.

Doom and Wolfenstein are examples of the right way to reboot an old franchise, and so is Ratchet and Clank. Star Fox Zero will be a textbook example going forward for how not to reboot a game franchise.

Star Fox in general suffers from being tied to a dead genre as well as a company that cannot do the genre correctly at all, none of the Star Fox games are better than average (including Adventures) and would be forgotten if it didn't have furry characters and/or wasn't made by Nintendo.

Adventures was decent, but it was the game that really showed how inept Rare was starting to become near the end of the N64. I would dare even say that Rare hasn't made anything worth of quality since DKC for the SNES, I found Banjo Kazooie and Conker both to be bland games (especially the former, it was terrible).
Adventures tried something new but it obviously didn't fit in with the franchise and was executed rather poorly since it wasn't even a Star Fox game to begin with and it shows with the half assed Arwing segments and such.
The only noteworthy thing about Assault was its multiplayer, everything else was mediocre (the on foot missions were dogshit tho).
