I've never bought the excuse that they didn't think they were getting extra seasons. You can write a good self contained story in 12 episodes. But instead of spending those 12 episodes wisely, they wasted most of the run time on a dumbass romance subplot and a dumbass sports game subplot, neither of which went anywhere or did anything to develop the story or the characters. Pro-bending was cool and it would have been neat if the whole first season was just Korra, Mako, and Bolin coming together as a team to win the big tournament. That way they could have spent more time on the city and its culture. But trying to fit it into the larger story of civil unrest just didn't fucking work.
