Thirty minutes refilmed bloat out Leto's role, marginalizing everyone's character but Harley Quinn. Characters like Croc barely have a speaking part, others just get a few quips and done.
And then Leto just isn't enough to carry the film.

Just looking at this trailer, Leto has the most time in it.
