It's because they're timeless characters with well-defined personalities and great chemistry. When you do that right you can drop your characters into any number of premises and make significant changes to their personalities without it being overwhelming. Just think of all the different settings you could do with Hank, Bill, Dale and Boomhauer, or Ed, Edd n' Eddy or any number of the Looney Tunes but still make it work.
