That actually has been explained to a degree. It seems to be a function of compatibility. The more compatible the parties of the fusion, the less redundancy in body parts. Garnet for example has no real redundancy since the third eye holds the future vision. On the other end Malachite has everything doubled.
Two different genitalia would not be redundant, so there is no need to involve any particular law pertaining to humans to claim that having both is the logical choice.
