I guess Sonny Liew's Art of Charlie Chan Hock Chye is mandatory reading, especially if you're interested in local society/history/politics. It's a heartful book that serves as both a love letter to old comics as well as socio-political commentary. Try to get his Malinky Robot as well, which won a Xeric Award or smth.
Other 'well-known' people (because seriously who pays attention to Singaporean comics include):

Well this one's very similar to early Franco-Belgian comics in a thematic way. Protagonist is a comic book writer who can't find a shit to write which gets his handed by some street thugs, forced to do drugs. /co/ probably would hate it since art is pretty stylish.
Short-lived superhero fanzine. Mahmud Asrar and Yıldıray Çınar also drew in it. It's their first comic book actually.
Here in Spain we have this beauty.
