There was just one after Sub Zero because they understood that Freeze is a special kind of villain. As comics should treat him. He was still a character used, but his use had more meaning to them simply because his backstory demanded that he need actual reason to do it aside from "I'm CRAZY".

Hell, his tragic backstory makes his villainous deeds much more intriguing than just seeing the guy with ice powers running around crying about his 40s popsicle he wants to marry. The Arkhamverse was able to give Fries both his wife and his tragedy while still making his interest in cryogenics more of an unsafe obsession than a reasonable line of work.

His "short shelf life" is meaningless. A writer can do anything with a character regardless of his backstory. It's hard, but it's possible.
