I think I agree that it's just casual suspicion played for laughs, a bit amped up for the purpose of humor.

We have no idea what the cause of the fire was, and in Comic Drama Land, that could easily be Clinton burning it down and learning Brun's address so he could stalk her.

Not realistic, but it would make sense in Comic Logic.

Taking it as a political thing isn't totally unreasonable, but I think that's missing the point. You shouldn't be suspicious of everyone being murderers, but you know, people do murder other people. You should be cautious on a general basis--but not paranoid.

Jeph definitely doesn't have the right credibility here, since it does make it sound more political when you consider the behaviors of the other characters.
