Russia is "friendly" to the west in that they no longer want to conquer or destroy us all. Putin isn't interested in world domination and there's no evidence to suggest that he is. The Cold War was a war for influence as well, between the US and Russia over... all the countries that weren't the US or Russia. The idea the USSR was more aggressive, militaristic or destructive the the US during the Cold War is laughable when you consider things like Vietnam and all the brutal South American dictators the US propped up and put in power.

Not that I'm taking sides here, but for the rest of the world during the Cold War it was a choice between submitting to the US or the USSR's visions. Real freedom was not really a choice, because one or the other superpower would undermine you and put someone friendly to them in your place.

The Dickey Amendment specifically bars the CDC from using federal money to advocate or promote gun control. They could run as many studies as they wanted as long as they did not endorse or promote gun control, basically all they would need to do is leave off a conclusion section and they'd be golden. The Dickey Amendment came about due to an open bias, really an outright goal and defined narrative, among CDC staff and researchers towards lobbying for gun control.
