They'd basically be the ultimate Batman hero, and would surpass Bruce in what he does, even while lacking the technology he possesses.

Dick's extremely acrobatic martial arts prowess, leadership capabilities, and being a world class detective.
Jason's overt aggressiveness and not afraid of pulling the trigger when needed(which means that the Joker and other irredeemable villains will finally be killed), and his Lazarus-Enhanced Capabilities .
Tim Drake's tactics, intellect, and strategic ways, along with also having martial arts prowess.
Damien knowing as many martial arts as Batman, and trained directly by the league of Assassin's, and undoubtedly has Batman's gifted intellect.

All of this would create someone that could easily surpass Batman IMO.

Yeah we'd basically get a better version of Batman. Aren't the Robins each supposed to represent one of Batman's traits cranked up a couple notches? I know for sure that Bruce has stated that Dick is a better athlete and acrobat, for example.

I think you might have your timeframes a little messed up, because Dick was nowhere near the batbooks back then.
He was off in the Titans books, finding new lows in the Titans Hunt and Lord Chaos/Team Titans bullshit. Dick didn't really start showing up in the batbooks again till Knightsend, years later. And even then, he basically had the same bad attitude Bruce did, he just got beat up on and doubted himself more.
It really wasn't till the third or fourth arc of Dixon's Nightwing ongoing that Dick started to lighten back up.
