I get what you are saying, and it has some truth to it, but both Disney and Cartoon Network have been pissing all over that truism. Agent Xero was the least interesting part of the pilot. I wish they just stuck with the concept of a criminal trying to work her way up the evil ladder.
Or at the very least have her and Xero be separate characters constantly butting heads and trying to out maneuver the other.

What a letdown

I think that the show would have been better had it just been Xero vs Lacy, instead of it all being one persona. Each one trying to out think the other with goofy theft schemes and whatnot.
