I just hated how hypocritical the Khans were. Keep in mind they started off as literal raiders that terrorized the area that would become the NCR. Then after they got decimated and rebuilt in Vegas they started terrorizing NCR settlers which instigated a war between them. Then the NCR ended up decimating their camp where all the women and children were due to a lack of communication, which was seen as a major fuckup by a lot of the NCR citizens and military and they tried to offer reparations (which is saying something consider most other factions would just finish the job). Yet the Khans still acted like they were the victims and the NCR were evil. This might be coming from me being an NCRfag but the Khans really pissed me off.

The comic also shares that theme. I loved New Vegas. The DLC added some really memorable characters.

Joshua Graham and the Survivalist were some awesome stories even if Honest Hearts was rushed. I think all of the DLC for NV was 8/10 story wise, but they did lack from Bethesda rushing them.

It still amazes me that the game was made in about 100 work days.

The problem is that Joshua was a monster, and he remains a monster with only the tiniest veneer of civilization.

If Joshua gets hurt or those he cares for get hurt or he find a cause that appeal to him. He turns into a ravaging beast that kill and murder and lay waste to everything that stand against him or even stand near him.

This is not to say that he is Satan, sometimes the violence he so easily dispenses can wipe out problems as the White Legs.

He's right. The Sorrows will change. He's also right that their current existence is idyllic and the change will likely lead to more suffering down the road (Joshua Graham is not a good role model). At the same time, his solution is to have them abandon their home, and effectively, the lands sacred to their god.

Pretty much everything he does is motivated by a desire to do good in the world, and pretty much everything he does is wrong.

I think the Legion as a whole does, but Ceasar himself made it plain that the whole 'Roman legion' thing was just a stepping stone; he figured if you were going to rebuild society from scratch, you needed to start with something simple and proven like the Roman model rather than attempting to jump straight to a 21st century America model. He was playing a long game with something more sophisticated in mind for down the line. In his own way he was as forward-thinking as House was, it's just that House was in a better position to make his dreams come true faster.

I'm fairly sure that Caesar built his whole plan around eventually conquering, and then inheriting largely intact, the NCR. It will give him all the infrastructure and population the Legion will need to give it a purpose BEYOND conquering, turning them into protectors, instead, and thereby civilizing them.

While also allowing him to disarm all the potential nuclear threats still remaining within NCR territory, since preventing another nuclear armaggedon with pre-war tech is a big reason why the Legion doesn't use, and often destroys, such tech.

Dead Money is great.

Very different from the main game, but great.

I played through it the first time using the JSawyer mod, in hardcore mode, using just unarmed (and a the police pistol to shoot radios). And I still didn't have TOO much trouble, all things considered, not even being rushed enough to keep me from getting every last thing available within the Madre.

I felt that, story/atmosphere wise, it was ok. Gameplay wise, fuck that dlc. The radios and cloud were the stupidest mechanics, and the final level was such a cunt to beat - I don't know how I would have managed to beat it if I tried vanilla, since the only way I made it through was with sprinting from project nevada.

For story, I'd rank the dlc OWB>HH>DM>LR; Lonesome Road is the only one that had a story I actively disliked. For gameplay, HH>OWB>LR>DM.

I never worked up the nerve to use that. Closest I ever came was playing Dust on hardcore mode.

Which was quite fun, even if I kept getting my ass kicked. Hardest was Mojave Outpost, which I stormed at level 3. There was this one building where I just couldn't get in because I only had a single health "blip" left, and even though I could drop three of the four guys in there, the last two would shoot me down.

Ended up having to use console commands to restore my health because I just couldn't do it otherwise.

The main problem is that my other mods make everything tougher (so low damage weapons really suck), and severely reduce how much ammo you find, which given how nothing even really uses energy weapons early game makes specializing in them a pain in the ass.

I'm not going to make it OP, it'll still do less damage than a regular laser rifle. Just enough to tide me over until I can get to novac for the MF Hyperbreeder.

It's a lot of fun. I'd say it was definitely way easier than Dust, that's for sure.

The biggest difficulty with JSawyer's mod is that certain REALLY high damage enemies will just kill you in one hit even with lifegiver and endurance 10, just because you have such a comparatively low HP.

Alpha and Legendary Deathclaws, I'm looking at you. Makes it hard to take them on with melee or unarmed builds.

I'm a bit torn about it. For me, it's the strongest gameplay-wise of the 3D Fallouts, but the weakest in terms of storyline. I didn't feel engaged by any of the main factions, and even when the time came to choose a path I just couldn't give a shit about anyone to really say "Yes, this is what I want to do."
Admittedly, it had impossibly huge boots to fill, following from New Vegas, but it's like they didn't even try. I did like some of the characters and the MC having a voice wasn't as bad as I feared, but that fucking dialogue system can fuck right off.

My big problem was that the dialogue was almost totally generic. A high int and a low int character should not have the same dialogue choices. Builds should have different options to solve problems. You don't have to have every dialogue tree change for every perk and build, but you know, a little bit of effort would have been nice.

I bought FO4 yesterday finally and started playing, $28. I knew everything about it, how console based it was, how badly fucked the skill/stat systems became. I still bought it. Its, ok. I guess. I knew what I would hate and I was right, I fucking hate most of it.

God I miss FNV, I miss not knowing FNV though because I have played literally thousands of hours of it, no really, fucking Steam sticks it my face. I know every fucking inch of it and all the DLC by fucking heart now. I have played every fucking possible ending and every fucking possible solution to every side quest and I will never get that back. By todays gaming dollars I have gotten hundreds of dollars worth out of it, hell maybe a thousand.

Now I have FO4, and its, meh. There will never be another FNV, ever. Game companies just cant fucking do that any more. Soon I will finish my FO4 run, probably by friday at this rate and then mod the shit out of it, and grow bored of it. In maybe <100 hours.

There will NEVER be another FNV, or even a game as good as FO3 again.

The intro in 3 worked for a lot of different reasons. The fact that it was a lot of short segments with time skips in between maintained a feeling of progress so you didn't get bored. The integration of basic fighting let you get a feel for the mechanics in a situation where you clearly weren't in any danger. And the spacing out of the character building made it feel like all of the different parts mattered to the game, instead of just being a distraction.

I suppose it might have worked in 4 by having you spend 10-15 minutes each on a few of the days before the bombs fell.

Exactly. Maybe starting on the day you first meet your spouse (probably in the army, Nora was most likely a JAG) and then moving through your courtship, marriage, finding a home and then deciding to start a family together.

So when your home drowns in fire, your spouse's brains get splattered all over the inside of that cryopod, and your son wrenched from their arms, it actually hurts.

Exactly. A sex scene, maybe some pre-game start quest that might even involve a level before the tube gets opened, fucking anything. Use your spouse as an NPC as you try to make it to the shelter. What the fuck? I spent more time making my wife character than I spent with my wife out of the bathroom before she got capped. Even my actual wife and son behind me in the living room were like "well that was pointless".

It was cheap, rushed and hamfisted. Billion dollar game right there.

I'm finally buckling down and giving it a shot, but I'm playing it like my wife plays Elder Scrolls games. Explore everything and incidentally help people and do quests. I've even stayed mostly in character. I built up the Red Rocket because I felt that the Sole Survivor wouldn't stay in Sanctuary Hills to be reminded of the loss. I've helped a few settlements like Greygarden and the Co-op, just because they seemed like nice people.
Gotta say, ignoring the story so far, it seems good. I had to put it down before because I just couldn't care about the plot (which worried me because I'm a parent and I'd be devastated if that happened to me).

This is probably the main problem, I can understand the impetus of the first I guess half of the story-line even if it isn't very strong. Up until you actually find your son. But then he's just grown up and just an asshole, and everything deflates from there.

Every faction ends up as drooling retards. The minutemen are 4 people dressed up in costume , the brotherhood are assholes who didn't seem to learn anything after they left their bunker however many years ago the first Maxon was around. The railroad are such a non-entity that I can't even be bothered to think about them other than "That's stupid". And the Institute just doesn't make any sense whatsoever.

Why were they replacing people they didn't give a shit about with synths? Like there's one dude in Goodneighbor who gets killed and was a synth, but why bother? If you want to experiment on the body, just take it because you're evil assholes, why would they need to replace him? The wasteland is a dangerous place and people go missing all the time. None of the societies above ground really know about their existence, and were never going to be a threat to a people 100 years more advanced than them who hadn't been nuked.

I mean I can sort of understand 'oh we want to live forever in robot bodies that look like human ones', but I don't really understand why they needed to bother interacting with anyone on the surface at all. Occasionally send a few robots to loot whatever tech you need and teleport them back when they're done.

New Vegas is a testament to how important the "role playing" aspect of an RPG is. People who say that the Mojave is less interesting than DC are retards who only care about MUH VISUALS MUH THEMEPARK. The Mojave's a much more realized world, everything in it makes sense (at least as far as the in game logic goes), everything is connected and it feels like you're actually affecting something instead of FO3 and FO4 where you just journey from place to place, nothing is really connected and nothing you does particularly matters. Characters, even minor ones, in NV are generally well-written and have personality which is non-existant in the Bethesda games.

It does everything possible to get you to buy into the world you're playing in and thus put yourself into the game.

Not just that, first they managed to find a way to cheat Vault-tec's overseer selection process, which full-on aims for sociopathy and ruthlessness. Then, when the bombs fell, they sabotaged the phone lines so that only three of Vault-tec's scientists made it to the Vault in time.

Once there, the overseer (who must've been working completely by themselves) sabotaged the disease dispensers throughout the vault and the incinerators meant to stop the Vault's population from leaving.

Then they sealed the three scientists into their section of the Vault and left them to die, thus saving the entire vault.

I want to have a DLC (or a quest at least) where you find out more about whoever this overseer was. The only one who got to tell Vault-tec to go fuck themselves.

yeah, I tried my best to roleplay as a man out of time looking for anything familiar, but it was really forced and eventually just kept falling apart until I resolved to put down the game half way through and start anew once mods and DLC could fix it.

Immediately latched on to the Minutemen as something my character would find familiar in this foreign future, Rank, military structure. A chance to bring back something my character knew. But was quickly dis-illusioned, as no matter what it dosen't evolve.

I tried making any settlement that asked for help a MM outpost, barracks, flags, laser muskets, uniforms for all with ranks for different posts. Just gave up after a while when I found that the "actual" MM i encounter don't even use their own shitty uniform and signature gun or look progressively more military as you progress their side quest (let alone not being able to assign them uniforms or patrols.)

Immediately rejected the brotherhood, as they seemed to be military of the worst kind(a later wiki search confirming that you can't do anything about that either) and looked down on my own military training, held off destroying them only because of that diary entry about alot of the cadets feeling the same way I did, but having no alternative.

I actually found the RR to be my favorite. A mission, ranks, structure, plans, acknowledgement of my achievements, actual aid and sympathy for my personal quest. I't would have been great to sort of unite them with the MM becoming each others covert/overt counterparts.

Never got to the Institute, but it sounds like it would have been better if they were just ruled by Hitler.

I disagree with your description of Joshua. He's not really a monster like Caesar. Joshua was the guy who kept the Legion running every day he thought that if he fucked up they'd die.

His journey towards Malpis Legate was him making small compromises in order to protect himself and his friends. He's less of a monster and more of a man who lost his way and refuses to forgive himself. He does have a demon inside of him, I will agree on that.

I love his character because he displays a of guilt for everything he's done despite being able to chalk it up as making the best out of a bad situation. He blames himself for a possible mistranslation that caused Caesar to create the Legion. He blames himself for the Legion destroying his home (Him being a literal prodigal son retelling) after he came back from being burned.

I can kinda agree with this. The things I've enjoyed the most in the game are the things least connected to anything. I can spend probably a few hours building new settlements, setting up supply lines with guards and the supply people set up in uniforms across all the settlements.

But then you're left with nothing. The settlers don't interact with each other, and simply head to their patch of tomato or shop stall and do nothing.

But it basically the antithesis of what I want out of a Fallout game, it is so far from what originally drew me to the series that I almost felt guilty for trying to enjoy it on it's own term.

New Vegas had some good ideas, but the companion quests were so buggy and so poorly -telegraphed that you could go the whole game without finding any, let alone finishing them. Not to mention that I always felt like they were just putting up with me, rather than my friends. Lonesome Road ED-E was the only one I felt anything like a connection to.

Whereas the ones in 4 are much more likeable, and really feel like they're opening up to you as you get to know them better. The addition of the romances, flat as they are, adds something more there as well.

In the end, it feels like you actually have a friend watching your back, someone who cares about you, rather than just a turret on legs.

It is the absolutely worst way to play Fallout 4.

Focusing on exploration in Fallout 4 is a terrible mistake, quests will take you basically everywhere and doing exploration first will mean that you will be like half the dungeons and areas in the game twice over.

Seriously, it may seem satisfying right now but if you ever do decide to do the story you will rue your decision to explore first and quest later.

Trying to stay in character doesn't work either, the game fully expects you to not give a fuck and just join ALL the different factions.

Fallout 4 is fine as an action game and absolutely pants as an exploratory RPG.

The quest triggers are counterintuitive most of them are out of the way and unlikely to be interacted with unless you already know where they are, and having them around doesn't feel like it adds anything to the gameplay - Boone is overpowered, almost everyone else is underpowered, but my primary reason for bringing anyone along is still just for extra carry weight.

Also, and this might just be me, but I didn't feel any... attraction to any of them, sexually or platonically. Their stories seemed mostly uninteresting to me, and unlike the rest of the game I don't feel immersed in what's happening. I never got invested in what happened to them. I think maybe the problem is with the way dialogue is delivered - the long explanations, followed by a set of clarifying questions, is great for worldbuilding and establishing a setting, but lacks the rhythm needed to inspire empathy for personal stories.

I've frequently entertained doing a comic based on my headcanon for my character (TTW style), but I'm always discouraged by a) how fucking long it would take and b) how litigious Bethesda can get when it comes to people using their IP. I have a feeling the latter is the reason for there being so few fancomics.

Also, it only took into account 3 & NV, and rewriting stuff to account for 4 now that it's out seems difficult, especially since I feel like a lot of the plot in 4 is bullshit.

I can give you Raul, since you usually don't find him until long after Novac and you've already met Ranger Andy with no real reason to go back there. But Veronica's and Boone naturally through progression in the game. Veronica's especially is easy since most of her locales are around Vegas and you meet her just before going there.

I admit they're not all winners, but I wouldn't say any of them were less than decent. Weakest to my memory would probably have been Cass's with a standard 'revenge or not' plot but the others felt more interesting, engrossing. And Cass herself I love for her background / attitude so there's that to make up for it.

Fallout 4 handled companion progression better, having them open dialogue with you more often and feeling even more attached to the player than NV companions did at times. It hurts however, that only a few of them had quests, and what hurts even more is that whereas I can't really pick a bad companion in NV, I can only pick three GOOD ones in 4: Nick (God tier), Danse, Curie (High tier). The rest are pretty shallow as characters and even border on annoying.

Making money off of something has no bearing on whether or not you can be sued; unless you have fair use (and even that is only a defense, which means you can only really bring it up during court) anyone using something licensed can be taken down at any time at the whim of the owner.

The only thing making money does is make the public opinion turn against you, which makes suing you easier on PR for the licensee, and draws attention to what you're doing. The reason people get away with doing commissions of licensed characters, or cosplay, or fanfiction, etc. is that there are just so many of them that suing them isn't worth the effort, and it's established culturally so you run the risk of alienating fans.

In the end, if you draw a doodle of Elsa and throw it up on your tumblr for free, Disney could force you to take it down. The best options are to stick to mediums where there are lots of other people doing the same thing (safety in numbers) and avoid using stuff from companies that are trigger happy with their lawyers.

Also meant to respond to this: Boone is a wombo combo but only if you pair him with ED-E, he doesn't pick up on enemies at far range as he does with the robot. As to the others feeling under-powered, I don't agree with that assessment either, I've had Rex and Veronica clear entire rooms while I was sneaking around with no assistance from me. Deathclaws certainly they can't handle alone but baring that, I wouldn't call them fragile at all.

My point wasn't the difference in power level, it was how irrelevant the were to gameplay - even with Boone being able to snipe half the map away, I don't feel like he's adding to anything to the game beyond being extra storage. Maybe that's as much an issue of difficulty in the game: companions are only really useful against things that aren't much of a threat to begin with, and Boone is just more useful than most against those pesky raiders. Even with mods raising the difficulty of the game, I just don't feel like having a companion contributes enough.

Though, when I play, I tend not to pick up a companion the minute I find them if I don't have space, which results in a lot of the triggers for each of them being activated without the right person around. For Arcade and Veronica, that means looking up the repeatable locations and fast travelling back to there; for Boone, you can just break his quest by missing enough of the triggers. In the end, I feel like it would be helped if companions didn't need to be with you to progress.

The game and environments are great. It just needs a massive quest overhaul.

Not continuity, but in real life horses are genetically fucked. Breeding them for positive characteristics over the centuries has made them weak to disease, get arthritis young, and their bones are super fucking brittle and can barely heal.

Horses going extinct is likely, especially since packs of dogs become the apex predators without humans.

That's actually one of the things I enjoyed about NV as well, speaking of the Mormons. I'd assume guys like Sawyer and Avellone, being west coast liberals and all, are probably fairly atheistic but their treatment of religion and the like is really tasteful and respectful when it could just as easily fall into "look at these dumb mormons, who believes in god anymore" or whatever.

One thing I really missed when playing FO4 was having multiple ways to finish quests and the way things could branch off. The Camp Searchlight one is always my go to for this. You do take the soldier's request and get the dog tags, then talk to him again and he wants you to go investigate and bug the Legion camp. Then he wants you to go back and eliminate it and you can go in and attack everyone or drop radioactive barrels on the entire camp or you can just betray the NCR and side with the Legion. It's just all really well done.

Yeah. I think where F4 had problems is they designed the world then fit stories into it, and the main quest was intended to force you to visit the quest hubs.

Instead of allowing you to explore, and have areas dominated by stories or quests, they tried to give you reasons to visit everything but not much else to do when you get there.

The quest that stands out the most for me is the diner one with the drug addict. Its the closest they came to NV.

but a friend and I always always wanted a Texas-based Brotherhood of Steel charter that was somehow different from both the East and the West coast, maybe more like Ashur from the Pitt where they're disillusioned with the Brotherhood's original mission and essentially take over the remains of Houstan or Dallas and enforce martial law on all of the tribals there, forcing them into a thriving community where they rule with an iron fist but for the sake of a safer, united wasteland.

"The Highwaymen", a gang of motorized nomads driving tuned-up old cars, descended from vault dwellers who lived in a Midwestern Vault that was built underneath an automobile factory. The vault was populated exclusively with all manner of engineers, from lowly car mechanics to literal rocket scientists. All of its technology was programmed to go faulty fifty years after the door closed, and when it did, a door to an underground storeroom full of scrap metal and junk parts would open, the idea being to study how practically-minded folks would adapt to survive with what they had at hand. They managed pretty well for the next century or so, but one day, a young dweller and his friends snuck out of the vault with a jury-rigged power drill and found themselves in the now-abandoned car factory. They told the others of what they'd seen, an entire building full of these motor-cars that they'd only ever heard about from their grandfathers, and a generational gap began to deepen, resulting in a lot of the younger engineers leaving the vault, repairing a bunch of the cars and driving away into the wastes.
In a nutshell, DIY freaks driving atomic Mad Max cars, not entirely evil but very aloof and careless of other people's needs.

The people came from Vault 4, a study on people without identity due to mind wipes as people were admitted into the Vault.

People live in stationary aircraft based on their caste. Soldiers in military aircraft, laborers in passenger planes, nobility in the actual buildings, traders and scavangers in two-man planes, helicopters, and aircraft with pontoons. People use their plane then its serial number as a last name, for example Michael 747-7936.

The problem is the Ghouls from Vault 6, a problem for the region, and drastically increased sense of tribalism and growing conflict. Communism in the laborers, the warriors have grown Spartan, the nobles are displaying their hedonism (giant glass windows in the lobbies), and the savvers are becoming...fucking crazy as they plumb the ruins and find the prewar world and straddle the lines between Raiders and a new Brotherhood?

How do you deal with a people now only happy and functional when they act like human ants? Can the genie go back in the bottle, should it if so? Four generations of having literally no identity and working towards the greater good, now discovering individualism and concepts of disparity?

The games hit you over the head with the fact that it isn't technology that destroyed the world, but factions, power mongers, and secrecy. And yet there isn't a single tech faction whose goal is "Shit yeah, let's get this shit up and running again. 200 years later and there's still not enough people to fill a small town, fucking small pox could wipe us out or a couple of Queen Mirelurks if that wanderer guy is off banging his robot. I so wanted to side with the Institute, except they kept hammering home the whole 'yup, surface is fucked, fuck those guys, we'll use them for experiments sometimes till they die out. With just fucking printing off a few books and handing them out we could improve the lives of every single human still alive, but fuck them we wont even make that much effort.'

I want a faction stuck in some flyover country area without much good salvage doing their best to help everyone, advance science and technology, get as much working as they can. Wearing raider power armor and having to fight off the Brotherhood who keep wrecking their shit any time they try to help people with anything the local Brotherhood thinks is 'too advanced', barely held together machines, knowledge and the spread of knowledge considered almost sacred. Then their scouts find Nevada and the Capital Wastes and Boston looking for help against some of the bigger wasteland threats and are just like...you fuckers. You fucking fuckers who fuck fucks. You had ALL OF THIS and you pissed it away fighting each other instead of helping people? Is that a GIANT GODDAMN ROBOT? And you're having it throw nukes at people instead of, I don't know, rebuilding the infrastructure so people can travel freely and exchange goods and knowledge?

When shit went down and public services were AWOL, southern conspiracy nuts hoarded supplies and made faux vaults. Their isolation and xenophobia made these strongholds goldmines to anyone able to get in them when the original inhabitants died. Southern pride and goodwill caused these later survivors to leave advice and supplies for anyone who discovers these stashes in case the wasteland did them in. When mutations made the world even more dangerous, the loosely affiliated vault raiders became affiliated raiders, but still xenophobic to the point of skinning mutations and making scarecrows from the sum of their parts. These abominations scared off any outsiders and provided locals with border landmarks that kept them close enough together to create a loose society of sorts. Generations later, this society prides itself on self-sustaining agri industry and keeping outsiders out using boogeymen and keeping out of sight. The MC is lucky and stumbles across a dead NPC with a map and coded notes that reveal the deception. It also reveals a very new and real danger in the form of a half-flooded underground nuclear facility that was too irradiated to explore for the locals, but recently a tornado ripped through it and not only made the surrounding area much more dangerous, it released brutal mutants that had been cutoff from the outside. You must raid a military facility to get an advanced power armor prototype capable of withstanding the heavy radiation and stop the mutants.

I feel like there's been a sudden surge in AAA video game writing against the idea of having a "good guy". Between Fallout 4, Bioshock Infinite, The Last of Us, Dragon Age 2, etc. every game seems to be trying it's hardest to avoid having the "good guys" be someone the player can side with. Not that there's anything wrong with a grey vs grey or grey vs black conflict, just that the way they do it is usually so contrived it's infuriating: it doesn't feel like there's ACTUALLY a complex moral situation, it just feels like the writers made the good guys stupid/petty/cruel for the sake of cheap drama and plot points.

Slim to none. Bethesda opened another studio a while back so they might just keep it in house from now on with Todd's group working on TES and mainline Fallouts while the other studio works on spinoffs or something to that effect. I doubt they'd really want to work with them either after that whole metacritic thing.

Most of the team that made New Vegas what it was is long gone anyway, so there's no telling if another Obsidian made Fallout would even be any good. Still though, I'd kill to see more Van Buren concepts put to use.

I wouldn't call 3 an "all-but-forgotten joke". I know I'm probably in the minority (here, at least) but I enjoyed my first few plays of 3 more than New Vegas. NV has proven to have greater staying power, due mostly to a more dedicated modding community, but the vanilla experience of 3 felt superior to me.

Modded or unmodded? Either way, I'd avoid the automatic/semi-auto weapons and stick to things covered by the Cowboy perk - revolvers for short-medium range, lever action rifles for medium-long. Maybe only use Light Armor as well, though most of the vanilla options really suck. If you're willing to mod something in, there's a Firefly-themed mod that has an awesome looking browncoat you could mod in yourself.

My only complaints about the mod are that the enemies are annoying and the guns aren't very well balanced; the former is only a problem for the ~10 minutes the fight lasts and the latter can be fixed with some easy editing. Or you can keep Vera as a fully automatic .50mg rifle, your call.

In the end, the main draw for me is how excellently everything is modeled. Jayne's revolver in particular looks badass.

This I know but it's still like you can pass this comic off like any other post-apocalyptic comic without Fallout's popular elements. Nuka Break would make a far more interesting comic.

Just because you don't like them doesn't mean they aren't popular or important to Fallout. Khans are the first raiders and die-hard enough to survive From Fallout 1 to New Vegas.

I think there should be a distinction between Caesar and Lanius Legion victories for siding with Sal/Nero, with Caesar enslaving everyone and executing all who resisted to Lanius just crucifying everyone.

The Legion offered leniency to the Kings if they declare war on the NCR, so I wouldn't doubt Caesar "rewarding" loyalty while still punishing for the degeneracy. If the Legion burned down Nipton for doing the same exact thing Gommorrah does, I doubt Lanius would spare any of them, however. What use is for the Legion for defiled prostitutes?
