And I don't just mean that they're both animal fable worlds. Blacksad is classic noir, taking place in the 40's and 50's, whereas Zootopia is neo-noir (though admittedly toned down/Disneyfied) taking place in contemporary times. The thematic overlap is undeniable.

On the contrary, the noir elements are definitely there. Protozootopia employed it even more heavily, though it all got toned down to a more family friendly level in the end. You won't see a lot of light and shadow plays or dutch angles in Zootopia, but a lot of the plot elements are still straight out of noir. The protagonist(s) who must brave and navigate the criminal underworld of the seemingly bright city, to chase leads for a crime that has foreboding implications. The fact that this bright and shining city is only utopian in name and brand, but reveals to harbor serious flaws that could in turn be exploited to tear it apart. The reveal of a conspiracy to do just that in fact, through none other than the city's own corrupted officials.
The fact that the protagonists themselves harbor some subtle but serious flaws of their own, and approach the brink of failure because of said shortcomings is just icing on the cake.
As I said, noir films are traditionally much more bleak and grim in content, and Zootopia doesn't quite look the part at first glance. But there's still a lot of overlap and common ground being deliberately employed, as well as the employment of very distinct imagery. The cliffside asylum alone is a fantastic shout out to the genre.
But all that aside, yes, the fact that both Blacksad and Zootopia have very intricate and vibrant worlds is also a solid connection between them.

"Things aren't as good as they look on the surface" is a very generic trope seen in a variety of genres. It's also about the palette.
With amount of colours Zootopia hardly classifies. Sin City is noir, Max Payne is noire, Blacksad is noir, Zootopia 1.0 had a very noir-esque palette and feel.

Though we aren't told much about Nick's background since the movie is from Judy's perspective, we're eventually told enough to know that Nick's life as a con man wasn't what he truly wanted, but had resigned himself to, after his hopes and dreams were crushed in his childhood. It's also why he's so dismissive of Judy in the beginning; her boundless optimism and idealism was an uncanny reflection of who he used to be, and he pities her because of it; A childishly ignorant bunny, still ignorant to the hard facts of life he himself had long accepted.
Of course, she does eventually prove him wrong with her tenacity and wit, slowly reigniting Nick's own buried dreams he once had for himself. It makes perfect sense for him to join the police force by the end. It's not just because he enjoys her company and wants to stick by her side. The Lion King has been my top ranking Disney title, all the way back to it's release. After processing it for quite a while though, I think I can safely say Zootopia's the one that finally topped it.
I'd say Zoot is a solid confirmation of Disney's second Renaissance .
