I remember the guys who work on Lilo and Stitch the series used to post on whatever site is currently tv.com (I think it was called tvtube or soemthing). The crossovers happened because they knew they were getting canned either way, so they pitched the idea for shits and giggles.

They had to push pretty hard for Recess, because Disney didn't give a fuck about it anymore. A lot of L&S's staff had formerly worked on that show, which is why they pushed so hard for it.

Let's look at it this way OP, the Lilo and Stitch crossovers secretly also showed the history of Disney TV cartoons. Hear me out:

You want to know what crossover really felt random? The episode of Ben 10 Omniverse where he met the Saturdays. CN had completely disowned The Secret Saturdays after the first season, burned off the second season in an unadvertised death slot, then removed it entirely upon completion. Nearly 4 years later, they showed up on Omniverse.

And honestly, it felt like a waste. Half the crossover was spent explaining why Argost was alive again, Argost's VA was literally the only Secret Saturdays cast member they were able to get back (since Corey Burton was already doing other voices in Omniverse), and, despite their show was already long canceled, they didn't take advantage of using the characters in further episodes (except a cameo by Drew in a harem game show). Only reason it even happened was as an extremely delayed reaction to the creator of Secret Saturdays sneaking some Ben 10 references into his show and making an off-hand remark that he imagined them being in the same universe.
