The premise was that all predators were seen as inherently dangerous and untrustworthy, regardless of size or particular species. The prey population outnumbered them 10 to 1, and yet still felt insecure enough to pressure them into accepting the shock collars as a security measure, in case their savage aggression and hunting instincts ever bubbled to the surface.

The concept wasn't dropped because it didn't make sense. It was dropped because focus groups ultimately found the premise to be too dark and depressing, and the creators couldn't figure out an acceptable solution around it.

That would be pre-production research, before there was even a coherent story in place. The project started out with the basic concept of making an animal fable movie, much in the vein of Robin Hood. The tons of research made was implemented in trying to shape out how the city of Zootopia would be shaped and developed, as well as how different animal species should look, walk, and so on. Disney's animation projects usually take a good 4-5 years from inception to release, and a good chunk of that time is spent in the pre-production phase.

Mostly, I look for small details in the background I didn't catch at first because I was too busy paying attention to Nick or Judy, like the hamster-sized fire escape when Nick is paying Finnick his cut or the various shops with animal name puns. Deeper still, I would look for details that aren't as prevalent: how Nick goes out of his way to trap Judy in the wet cement (his route is a complete U turn). It's also fun to see the style change after the press conference, the lighting is like that of a sunset with all the colors a bit washed out and everything is a little less bright to help reflect Judy's loss of belief.

And yes, towards the end it became mostly an experience in comfinesd. I would relish getting to the asylum scene because the tiger jump scare would always get a great reaction out of people, I would curl up under my jacket when it got to the gondola scene, and I would leave smiling after the end concert. Even the previews I had come to memorize (the theatre had an Angry Birds thing for Easter that is probably still playing).

I would come to know the chairs as pews, the theatre as a church, the audience as a congregation, and the screen as the gospel.

Funnily enough, there hasn't really been anything specific on interspecies romances in-setting. In an interview where the co-directors were asked about it, they said it was probably fine, and not a taboo. Nick and Judy's relationship is strongly implied to be platonic, but cleverly hinted at possibly becoming something more through the intentionally vague line at the end

If a sequel happens, it's almost certainly going to be addressed for good.

You know, one of the weirdest thing about the movie is how it didn't show what the predators eat. For all we know they only eat donuts and pies. Bugga Burger was no where to be seen on screen and we just caught a glimpse of a sign that implied seafood. No one brought up the red meat free diet of preds at any time. So many important details couldn't be squeezed in.
