Reitaisai, a large touhou convention, just happened. Over 3000 Artist, musicians, sculptors and writers were there to sell their fan works. Many people make enough money to cover the cost of production and have a profit on top.
In America copyright is strictly enforced and any artist wishing to produce fan work and sell it for profit is very likely to get slapped with a lawsuit or a C&D at least. Most art at the conventions I've been to are low quality prints of other artist work sold for 20+ USD, I've never seen a fan comic at any convention I've been to and fan music does not exist at American comic conventions.
Meanwhile Japan has multiple conventions a year with many artist producing fan art, music, and comics and selling it for a little over the cost of production.
Does Japanese content creators looseness with their IPs affect the quantity of artist?

No, America just sucks for Content creating due to the reasoning of copyright issues and such.
Also conventions in America can only be in very little places because of other events going on.
Most of our best content now only comes from Youtube.
I wish we could have the fun of Japan's culture but not it's depressing life style.

Very much.
Copyright is, however, about the creator/publisher's choice to act on its enforcement first and foremost. I'm a professional composer, and very lenient with remixes and similar stuff, but that's my choice. If anyone wants to be clear to use my music or make derivative stuff, I expect to be contacted and informed at the very least. It's my call whether people can do something with my work or not, and while I will allow it almost every time, it should never be an automatic thing.

Even if burgers were lax with IP something like Touhou would never happen here. The culture just isn't there. Too much normieshit distracting people from focusing their creative output.

Part of it is probably that; the ridiculous population density probably makes those conventions significantly easier to get off the ground as well.
