Well, Millar has said that Wanted was a version of the Jupiter's Earth. Utopian, Skyfox, etc.

But it seems instead of Solomon Seltzer as the Lex Luthor analogue, it was someone named Jack Hobbs...before being replaced by Skyfox in that role.
