I want Nick and Judy to have skipped over the whole initial flirting and dating and everything and just start the movie after they're already in an established relationship. No big drama, no focus on it, nothing related to the main detective story, whatever it turns out to be, except maybe thematically. Maybe have them deal with some anti-race-mixing assholes.

Point is, I want Nick and Judy to be a couple without the movie being in any way a romance. Treat the relationship like it's normal. Let two adult characters be in a relationship without their whole characters being about the relationship, or even any implicit expectation that it has to go anywhere further.
