For one, both of them can be elevated in powerlevel at any time, because one can train hard, and the other can get angrier.
For another, as much as it can be called Jobbing, if you put them next to Captain America, they need to be weaker so there's a reason for Cap to be there in a fight.

Now we're getting to the point where the Cap level heroes are getting their TV shows like the ones on Netflix, and demi-god level heroes are entering the fray with the coming of Thanos, so this is the time to start introducing the ridiculously strong heroes the way they're meant to be.
