Zemo definitely, Skull only wants to posess Steve's body or a body exactly like Steve's due to how perfectly Aryan and strong he is. Also if Steve were to get killed Skull wouldn't give much of a shit and just be happy he got rid of him.

Zemo has this love/hate thing for Steve and needs to assert his dominance over him, humiliate him, prove he is better than him while secretly admiring him, and get Steve's fu attention. Hell he didn’t even start his plan to take over Pleasent Hill until he heard that Steve had arrived to the place. Also if I am not mistaken when Steve died with the other Avengers before Heroes Reborn happened Zemo got upset about it.

I mean if he's not Thunderbolting he needs to antagonize Cap, Steve in particular, he wasn't happy about Bucky taking Steve's spot because Bucky hadn't earned it and wasn't worthy to replace Steve in his eyes, he also thought Sam was a second rate Cap.
