While it isn't always consistent, throughout over 70 years of history Superman's character has been defined pretty clearly (and yes, ASS does a pretty good job at capturing it). In my opinion, that line alone goes against it.

It's just like how Batman's no kill code has become a fundamental part of the character, despite not existing at first.

I think the point was to make the people hate superman and blame him for the bombing. There was already a large group with anti-superman views who thought they were better off without him because then Zod and potentially other weirdos would never come along looking for a fight, the bombing made that group the majority (and presumably made batfleck decide that superman really is worth killing) and discredited what superman stood for.

It was poorly executed though, it didn't really impact the rest of the film much.

When people say he's a menace, you actually see a bunch of civilians and what they think. The payoff? The civilians then help Spidey during the Green Goblin fight, chucking garbage at Norman and distracting him cause they finally see that Spider-Man is trying to save kids.

There was no payoff for the what the people think of Superman because they were an after thought, just like blowing up the senate.

This. everyone who knew him knew that Mercy was his loyal lapdog who followed him everywhere. By killing her, he was able to make himself look like a victim who lost a valued friend and employee. This achieves the double goals of deflecting suspicion and giving him ammo for his anti-superman PR campaign.

The reason it doesn't work in the movie is because the entire congress bombing scene is instantly forgotten about and never brought up again. So Mercy's pointless death was a small part of a much bigger problem with the writing.
