I think hed be a great addition to the rogues.
Hes got a cool powerset that could create a challenge for flash, and hes a heavy hitter.
Maybe even have some storyline where hes absorbing speed force energy or some shit and turning into a pure manifestation of the speedforce that hits shit with his ball and chain.
