This does sound like a post nuclear war setting. Extended winter hints at nuclear winter (or how it hypothetically might be), mice getting sick could be radiation.
Humans from this town probably moved all to zones safe from radiation, or maybe straight to nuclear shelters. Think of this town and the nearby city as Chernobyl.
