The silliest part is that the "pilot" they had in Power Rangers had Rider as a broody alien prince, but in the actual show... we all remember the actual show.
Toystores had unsold Kamen Rider toys for years after that. Even worse than Beetleborgs.

An homage. Usually these parodies are pretty respectful, and it's clear that the people behind them do like the show they're poking fun at.

As opposed to say, the mean-spirited parodies you'd see on say Family Guy, which are closer to satirical as they try to point out the flaws of other shows, often with the intent to ridicule or destroy. Of course, that's giving the show a bit too much credit, as most satire has some wit about it.
