The second time in that issue was when he was talking to Scoop. Arcee eavesdropped on Starscream talking to himself another time, and thought he was nuts. She also literally called Starscream screwed up in a same panel as when Bumblebee was talking, because she thought he was talking to himself.

So not all of those times that the others have seen him ranting have necessarily been about Bee.

Besides, Windblade, Rattrap and Arcee weren't close to Bee, so it's not like they would necessarily even see him, unlike some bots that knew him better.
