Yes and no. It's not about paying for large films they "promised." Those could be cut if they figured they wouldn't be worth the cost. They're switching to a more blockbuster focused model like Disney. Unsurprising since this is the way most studios are moving to since blockbusters are the only things that make money in theaters. WB is famous for it's Oscar bait movies and filmmaker "reward" movies that it doles out to filmmakers who have given them unexpected hits and awards in the past. But those films don't make money and have been phased out in recent years. Art and award films are likely going to have to find a new home in streaming services like Netflix, Amazon, etc. or in smaller theatre releases, etc.

WB had some recent bombs - Jupiter Ascending, Pan, Heart of the Sea - and BvS is underperforming. Profits from the big movies help pay for smaller art-based movies. Since they're not getting as much money as expected from their tentpoles, they're going to cut some Oscar bait movies and focus on blockbusters in the short term.

Whenever I hear people saying she was the best part it really comes down to them being curious and wanting to learn more about the character (or at least that's how it is in my little social circle). So maybe being a non-character in the film actually helped peak peoples interests about her and that's why they enjoyed her so much.
