Batman makes a lot more sense if you just assume that he's fucking insane, and that he's fully aware of it. He channels that insanity into something that actually positively influences the world, but he's still dangerously crazy and he knows that if he ever actually kills anyone, there's zero chance that he'll be able to contain that part of him.

At least with Frank there's the open admission that he doesn't care about that. In Mister Castle's opinion focusing on the "big names" of supervillain prevents many heroes from truly removing street crime in general like they should be doing, and there's some logic to that train of thought.
If you were a clever or subtle criminal who knew how to lay low and did NOT dress in a garish thematic costume, chances are guys like Spider-Man might not ever notice or find you unless you fell onto their lap.

From a logical standpoint, Bruce can't kill him. At the same time it's fucked up he'd stop anyone else from doing it. Red Hood has all the reason to do it.
