As I see, Superman doesn't deal with political stuff that makes him chose sides. He wants to follow human rules and way of life as much as he can. It's not about what he can do but the way it's done.

For ISIS specifically it's probably because destroying it wouldn't solve the problem. It probably wouldn't be all that hard to beat them. If the US felt like it they'd steamroll the entire region. It's just that none of the countries that can do that want to, since it would require a lot of resources and steamrolling a totalitarian regime is part of what got us into this mess in the first place.
Superman can't really do much about societal problems other than crime. If the problem can't be beaten up or solved by super strength and speed the only real tool he has is his reputation and the public's immense respect and admiration for him.

Superheroes avoid international conflict because that's a whole other can of worms. They can't do their job properly if a foreign goverent declares war on the US due to their actions.

Most conflicts in unstable parts of the globe are really complex. Superman could probably kill any number of dictators but he couldn't install a just legal system, fix the economy or defuse generations of ethnic conflict.
So any comic book story that addresses these things is going to be either massively different from what is usually sold in the superhero market because it would either be full of incredibly complex diplomacy, incredibly simplistic or dark in a way that people are uncomfortable with.

The problem with that logic is that you're assuming something like ISIS would still exist in a superhero world in order for Superman to deal with.

The Justice Leauge is already an independent global power made up of the most powerful and skilled individuals on the planet. No one would be able to stop them if they decided to interfere in some international conflict, they'd have absolute control of the situation, free to resolve it however they see fit.
