A lot of soiegleman's arcade-era stuff was pure formalism. Like the skeleton moire pattern one pager, Two-Fisted painters etc...recently Chris Ware and cats like Dash Shaw have done formalistic stuff..but you could take it back to Frank King, Boody Rodgers, Kurtzman, even Basil Wolverton.

Dave Sims work is great example.
But to be honest outside of Will Eisner, Steve Ditko, Steranko, Jack Kirby, and Wally Wood, the European artists/creators are much better examples. European creators are much better, there is no others that can reach the level of art than European graphic albums

I was looking for a semi-famous illustration of a beach scene divided into regular panels with a man paradoxically walking through each one. It's not in Scott McCloud's Understanding Comics, but that also has some meta examples.
