Gotham is in New Jersey, Bludhaven is approximately where Atlantic City is.
Metropolis is in Delaware, north of DC.
Coast City is on the coast of California, north of SF.
Central City/Keystone City have been joined across the Kansas border like Kansas City since CoIE.
Star City has been both north of Coast near Seattle and in Michigan like Detroit, people can't make up their damn minds, but the show uses the Michigan location.

Well, yeah they could be. If Gotham is in Southern Jersey and Metropolis is in Northern Delaware then the Delaware Bay would be between them. I don't think Gotham is typically that far south but it's not a stretch

That's actually another common interpretation, granted not nearly as common as Jersey/Delaware.

For example, Loeb used it as a plot point in several parts of his Superman/Batman run, complete with statues of Superman and Batman standing back to back in the middle of the bay overlooking their cities.
