Honestly, I'm not hugely convinced that Raven is evil, at least in the conventional sense. It strikes me that she probably found out about the grand events surrounding Ozpin vs Salem and said 'Fuck off, I'm not having part of any of this shit.' and just walked away from everything, and wound up investigating Grimm shit on her own.
It would also mesh with her edgy design for her to have deviated from both the established good guys and the bad guys.

Her own trailer is about looking for her mother. She convinces Blake by talking about her mother. After fucking up and maiming Merc she talks about her mother with Qrow. When she's depressed in bed there's a fucking raven outside her window. Literally every important moment Yang has ever had in the show has been related to her mother in some way. And there's still that dream sequence from the end of volume 2 that has yet to be explained.

The edginess is already running through Yang's veins. It only needs to awaken.

Well Qrow thinks she's dangerous and doesn't agree with her world view, and we know that Qrow was big into Ozpin's side.
But at the same time, he doesn't say that she's evil and doesn't stop Yang from going after her, so he presumably doesn't think of her as the enemy.
It seems to make sense that she's a third part who seems to either not care or at least not want to be involved in the machinations of the two sides. But yeah, we really don't know enough yet.
