Not a show, I'd say. The budget would be too low to be able to fill the background with the extras they'd need to make the place seem as busy or bustling as it should, or to make the variety of environments that the movie version of the city displayed.
Just check out any 3D tv series made these days, especially towards the beginning of their runs before they build up resources, and pay attention to the backgrounds. It's not like it isn't a problem with 2D either, but they at least tend a bit more to doing ok with their environments.
