At least since 2007 - the voters were a little more intelligent and objective before then and actually picked a diverse set of animated films to give the award to (Shrek, Spirited Away, Finding Nemo, The Incredibles, Wallace and Gromit, Happy Feet).
Since then the only non-Disney or Pixar film to win the Award was Rango and that's because neither Pixar nor Disney had a film nominated that year.
Of course most of those years you can justify....
Then there's cases like 2012 (Brave beats Wreck-it-Ralph, Paranorman, and Frankenweenie), 2013 (Frozen beats Ernest and Celestine and The Wind Rises), and most egregiously last year (Big Hero 6 beat Song of the Sea, The Tale of the Princess Kaguya, How to Train Your Dragon 2 AND an un-nominated Lego Movie).

The Lego Movie?
No, it wasn't nominated for the Oscar - even though most people were predicting it to WIN.
When it failed to get the nom, people thought HTTYD2 would win - at the very least it would have been a great way to reward the sequel when the first film, no matter how good it was, could not have won the Oscar in 2011 because they HAD to reward Toy Story 3.
If not HTTYD2, then they could have at least gone with Song of the Sea or The Tale of the Princess Kaguya, which were two of the best animated films in the last few years and objectively the best animated films from last year.
But no. They had to vote for Big Hero 6 because "muh kids liked it. lol Baymax is cute!!! Disney is unstoppable."

Disney has a long standing contract with LEGO, so I'm praying that we get a line of Zootopia sets. I'm not sure how the characters would translate over into minifigs, but if they do it right they could look really good. It will pick up at least best animated picture and a host of technical Oscars (which have their own show that no-one really watches, because it's all geeky tech guys with no celebrities). They will also give Try Everything a nomination for best original song so that they can have a live performance of it during the show, but it probably won't win.
It's ever so possible that it might get a nomination for best original screenplay, because while it's a somewhat straightforward buddy cop film they managed to tackle the subject of prejudice and bias in a way that was remarkably inclusive, and understandable for kids. It's culturally relevant while also being an entertaining for both adults and kids.
I wouldn't expect them to push it for best picture, though. There is always going to be a bunch of oscar bait movies that are more attractive to the academy, and Zootopia would quickly get lost in the shuffle. The year Return of the King won best picture was the year that they needed to prove that they weren't out of touch with mainstream movie preferences, and this year they feel like they need to prove that they're not racist by nominating more black movies and actors.
There might come a year where the Academy feels the need to recognize animation as a viable format by nominating or even awarding best picture to an animated film, but that's not going to happen this year, and that's ironic because Zootopia is a parable about racial and ethnic tolerance.
I hope Disney does a little animation gag for them where we get to see Nick and Judy dressed up in evening wear for the Oscars, though. They had Mickey Mouse present a category a few years ago because they love that stuff.

This is the year that Disney actually made a movie that deserves a sweep at the Oscars.
It's kind of ironic, too-- HTTYD2 deserved to win Best Animated Picture and lost to Big Hero 6, which was a decent animated movie but not on the same level as HTTYD2. Kung Fu Panda 3 is a solid bookend to the KFP trilogy, but Zootopia is quite handily more deserving of an Oscar than KFP3.
I wish they would shake it up once in a while and give the award to a non-Disney/Pixar animated movie, but Zootopia deserves every bit of praise it's getting. It's this generation's The Lion King.

The Oscars people vote for whatever movie their kids dragged them to. The Lego Movie deserved a nomination and possibly even a win, but they probably didn't even watch it.

I don't give a shit about the Oscars. I don't mind if a movie gets best animated picture if it actually deserves it, but whatever comes out from now until the end of the year is going to have to be something insanely amazing to top Zootopia. It didn't look down on the viewers be they young or old and the message was well done without making me want to groan every five seconds. As far as on-screen couples go Nick and Judy are easily the most believable and real feeling out of any that Disney's ever done. And they're not even officially together. The closest comparison I can make is Bob and Helen Parr from The Incredibles, which is Pixar and doesn't really count anyway. They took that level of believability and gave it a touch of the innate sweetness of Wall-E and EVE.

I think Tarzan did it well. There was the initial meeting, and a montage that shows perhaps weeks of interaction. Half that movie was about Jane and Tarzan's relationship. Hercules wasn't bad either, considering it's not even like they get married at the end. Their feelings develop over the course of the movie and by the end, they're actually dating.
I think Beauty and the Beast was close. Practically that whole movie was about Beast and Belle growing closer over the passage of at least a couple days.
Nick and Judy have the potential to be possibly the best IF there's a sequel and they do get together. They'd be the only Disney couple who take more than ninety minutes to get together.
