Spears are done to express more motion than would normally fit into the 1/24th of a second.

Some animators do what you say, and work in a higher frame-rate, as a stylistic choice, but it actually can make the animation seem less smooth and more "shakey" if that makes sense.

Smears are fascinating, but they're only one animation trick amongst many.
Animators that want to hide the fact that they can't do a normal head turn or anything remotely difficult will just smear everything.

Here's something you can do at home: try pausing a movie while there's some motion going on. Even if the scene isn't particularly action-packed, you might be surprised how hard it is to find a "clean" frame that isn't blurred to all hell.

Most modern films are filmed at 24 FPS, and the chemical process of filming gives it a distinct blur effect that approximates real-life motion "good enough" for our eyes. Animation smears are an attempt to mimic this real-world phenomenon.
