I'm acquaintances with two of the storyboarders of the show. I couldn't get a concrete answer from them, because they told me they literally have no idea, but the second half of season 2 has already been animated, voiced, and produced. They're ready to roll out, it's just on CN's prerogative. Nobody's happy about this situation on the SU-team, CN apparently is terrible with communication.

Kids like SU, but not as much as they like TTG/PPG. This is a myth that needs to be debunked on both /co/ and the respective reddit subs. Yeah, these lower quality shows do cost less to produce, but they also score better with CN's target demographic.

We love Steven Universe because it's creative, it tackles issues that other shows don't while not being preachy about it, it has great storytelling and amazing character development that makes it easy to get immersed in and talk about with a community.

Kids like Teen Titans GO because it's fast-paced, it's silly and it's "xD so random!". I watched it with my godson, and he was cracking up throughout the whole show. I thought it was bad, but I'm an older guy and it's not for me. That's all there is to it.

You know when? Right before the NEXT hiatus. As it's stands we are forever tied to this 5episodes/4months type of release because whoever is in charge is giving their famous show the Korra treatment until the show decreases in quality so that they can cancel it.
It's not a secret if you follow, I believe, one of the artists on twitter that they made a party LAST YEAR with the voice actors for 100 episodes recorded, most of them already animated. And here we are sitting at episode 78, waiting for dear ol' CN to drop a new Bomb.

The bombs could work pretty well with the show especially since they apparently have started writing for more bomb-like formats (I think they posted about it on twitter if I recall).
