Do reformed villains count?

Peridot is interesting for me because I feel like she's solid Mid Tier until her redemption arc, which retroactively puts her up top. At first she just comes across as a troop following orders, but it eventually becomes clear she's following those orders under the belief that her leader has discerned the best use for Earth's resources. As soon as she realizes she's more rational and objective than her leader, though, she defects.

Her motives were solid: based on all the information she had access to, she was doing the right thing. As her information changed, her goals changed, until she was no longer an antagonist.

He's bar none of the best villains DC has created, surpassing the Joker in my opinion. He's actually not like the Joker who wishes to torment the Batman for fun, or Lex Luthor who wishes to destroy Superman for his own personal reasons. He actually wants to HELP his rival in the most twisted way possible, by putting The Flash through such suffering, that it'll help him get stronger.

And what's more terrifying is that he truly is legitimately the fastest man alive. One could theorize that he was trying to help Wally surpass him and take back the mantle as the fastest man alive.

Samefag here, but I'd also put him into Elder god tier. His motivation could arguably be could justifiable. He was possibly helping make the world a better place by testing Wally's limits and trying to push him further beyond. The only reason he can't even be considered a hero is because he put himself into this position, he wanted to be Wally's "Satan", his huge obstacle to overcome.

All I want is a villain who actually feels like a threat. I don't mean as "physical threat", that shit is easy to do. The kind of a villain that makes you, the viewer/reader, feel unsettled by them in some way and not just hate them.
The Beast is the only /co/-related villain of the last few years that's kind of like that. Outside of comics, at least.

I hate this type of thinking. A good villain can be any type. It's about how memorable they are, how they drive the audience's emotions. Darkseid is an incredible villain, and so much of it is that he truly is the end. He is the worst case scenario, the unrepentant evil that stands against all that is good. That, in itself, is compelling. Sky is entertaining, taking the concept of pure evil and making it both threatening and funny at the same time. Unicron is a sight to look at, and with little background beyond "Transformer Satan," his sheer power and presence make him a popular villain.

Motive isn't enough. You need a villain who, through presentation, dialogue, or something else, resonates.

The problem with this list is that nearly every villain tier is that the quality always depends on the execution of the individual villain rather than the motivation itself. Dr. Nefarious or Aku would be considered the bottom tier on this list but because of their execution I would consider them better than most of the villains on this list for no other reason that they're entertaining.

I sort of read it as: The Hero and Villain are so well-fleshed out in personality, hopes, strengths, and flaws that with equal focus it's almost impossible to tell who is supposed to be the villain or hero.

I think the point he's trying to make isn't that Magneto is a good villain but rather that having a jerk as a boss can't even begin to compare to experiencing the Holocaust as a child. Compared to many villains-Hell, even compared to OTHER Disney Villains-Bellwether's motivations are petty. Besides, if we're going by her status as surprise baddy, Turbo and Hans both did that so much better.

What sucks is that Amon could have been High tier if:

(1) He had just been a spiritual non-bender; a foil to Korra's "solve everything with punch-bending" mentality.

(2) The benders vs. non-benders conflict had a lot more grey areas, where non-benders complaints about living alongside literal superheroes are more apparent than what we actually got.
