Cap in the comics went full super human after the 1980's Unlimited Wrestling Federation storyline that had him get a permanent power boost thanks to the Power Broker's drug that interacted with his Super Soldier serum. From then until he was shot dead at the end of Civil War (even after that, really) he's been able to lift cars and take a few full strength hits from Hulk and Thor.

The movies skipped to the chase and just started him at that power level. So while he's on the lower end of super powered, he's still legit far above mere human. Bucky got a serum variant from Zola so in the film, he's a a touch under Cap in ability but has his arm, and is still above stock human.

Panther? As previously mentioned, he'd be a match for either one if he has the mystic origin going on. If the film tosses that out and has him just be a trained dude, the fight scenes will indeed be bullshit.

Does anyone else get this impression that by the end of Civil War, Cap is going to be the one who's on the "wrong side"? I feel like Cap might be fighting for the wrong reasons. Everyone else on his side will think they're fighting for muh freedoms, when really Cap is just fighting for Bucky.

In the trailers, Iron Man's concerns seem like completely legitimate concerns, and all Cap can say in response is "If I see things heading south, I can't ignore it." and "He's my friend." Unless there's some major, glaring flaw with the Registration Act, we have no reason to think that things might be "heading south", and Bucky being Cap's friend has nothing to do with the Registration Act. It just has to do with Cap wanting to protect his friend.

Since we know that characters like Crossbones and Baron Zemo will be involved, it's possible that there is something sinister behind the Registration Act, but the trailers make it look like Cap is really only focused on protecting Bucky.

That's right. When you see him taking out SHIELD agents, he's cold and precise. He's like the Terminator. But on the helicarrier, by the end he's flailing wildly, letting his confusion and pain fuel his blows, and though he's still strong, he seems less methodical and controlled.
