That's actually a pretty neat idea, as long as you can breathe freely while doing regular tasks.

You'd be restricted to finishing your extraordinary feats while under a time limit. I could see it adding an extra layer of suspense.

If not you better get used to living in some mad scientist styled armor. I'd assume the lack of oxygen would warp your behavior as well.

I figured that the hero would be pretty normal unless he exerts himself in which hed gain super strength but wouldnt be able to breathe, something like catching a falling pillar and holding your breath to prevent it from falling over people

Sounds OP at first, but would be really hard to actually use in stress situations. And it'd require a second warmup to actually breathe in first to use it effectively.
Also, you'd drown or choke to death in like a millisecond, because it activates every time you hold your breath.

No magic propulsion, but you can push yourself around with your limbs. Friction for sideways movement roughly like an old office chair on carpet.
Works fine on solid ground but displaces a sperical bubble in water. Depending on your weight and the displaced water, you'd sink or float. Propably float.

Holding your breath is a natural limitation that everyone understands. The Hood is a good example of that, invisibility as long as you hold your breath.
