Doc and Jackson have always visualized their characters to the point where character development is effortless.
Brock is getting older, he cares less about image and all that and is all around more relaxed unless he's in killmode.

Yeah, at first it was a conscious design choice to give him comically underdeveloped legs in comparison to the rest of him, to accentuate his hyper macho psycho schtick. Later they had him develop a personality, I don't know if the two are connected.
