I think the only thing we know for sure about Mistral is that the card game has something called the "Mistral Trade Route", so I'm imagining (especially given some of the characters we know from there like Pyrrha or Neptune) being an italianate or otherwise mediterranean-like trade city. Mistral itself comes from a cold wind out of the NW that blows onto the med. In Qrow's story he says the land to the west of Mistral is swamps.
