Well from what was shown I would say silver power trumps maiden power, also there is the fact that the first meeting between Ruby and Ozpin feelt as if he did not know about her existence before hand. Which would mean Qroow keept her a secret from Oz.
Also I got the feeling from Qroow's story that the silver eyed ones predate the maidens.
The story made it feel like the silver eyed oones were at large responsible for humans being able to create their settlements and expand them into kingdoms, but they started to slowly disappear.
Which may be the cause of further expansions of the settlements having failed sofar.
They might be something like the Valkyrie race froom Valkyria Chronicles (at least before the games got shit).
If the above is true, the maidens helpt keeping the kingdoms safe to a certain extent and them continuing on, but their power was not enough to allow humans to florish and expand like in the past.
Thus I would say the silver eyed ones should be more important.

What I think nobody said sofar is that Summer's grave is empty. The story tells us that one day she simply came not back from a mission.
This could thus mean that everyone simply assumes she is dead, but maybe something else happend to her.

Volume one is season one, two and three together and originaly one and two were supposed to be still the same season.
The second half got delayed because they switched to a new poser version, thus they made it a separate season.
