Ultimate Universe is gone. Miles and his friends and family were integrated into 616 by the Molecule Man because Miles gave him a cheeseburger. Falcon has been Cap since before Spider-verse so I'm not sure why you're just now finding out about it.

Right as Cap was defeating a villain he did something to him that made him old. He still on an avengers team as support but he made Falcon his replacement since he can't fight anymore. Also, I haven't really been reading Cap but I guess Steve isn't talking to Sam right now because he doesn't like the liberal agenda he started pushing or something.

A quick look on his wiki says that Electro is actually depowered now, so editorial probably caught it in the script phase, told them they couldn't use Electro for their joke panel, Bendis told the artist to draw Shocker instead and didn't bother changing the dialogue.

Is it possible that Miles just isn't aware that Shocker uses vibrations? The name could confuse him and I don't remember him fighting Shocker back in ultimate. Besides, Bendis used Shock all the time as a jock in USM, even specifying that he uses vibration gauntlets.
